you can do it opening the "Windows Firewall with Advanced Security". Just type in the search box "firewall" and you'll see it in the start menu results. Once there just create a new rule, whether you can block / unblock programs or specific ports.

When I choose ports, what tcp or udp ports should I enter here if I may ask?

The firewall also depends on WMI. Did you run the WMI repair?
